The runeword called White adds +3 to Poison and Bone Skills, +3 to Bone Armor, +2 to Bone Spear, and +4 to Skeleton Mastery. If it has no sockets, take it to Larzuk in Act 5 and spend the socket quest to give it two sockets. Once you buy this wand, if it already has 2 sockets when you buy it, you can immediately make the runeword called White in this wand, with the runes Dol+Io. The wand needs to already have +3 to Raise Skeleton and +3 to Skeleton Mastery, and having +3 to Bone Spear or +3 to Amplify Damage is also useful but extremely rare.
You can buy such wands from Drognan in Normal Act 2. You'll start with a white-quality wand, which means the item's name is shown in white, not blue or yellow.
